BACP’s Chicago Business Zoning Guide is a user-friendly resource designed to help business owners, property owners, and aspiring entrepreneurs understand how zoning regulations affect where and how they can operate in the city. Use this guide as a starting point for navigating the city’s zoning process before selecting a location or applying for a business license.

Before choosing your new business location it is important to check the zoning code and the presence of liquor moratoria. Certain types of business-uses may be restricted depending on what type of zone the property is in. If you are seeking a zoning change for your business, you can read more about our office’s zoning process here.

Frequently Asked Questions

    1. Letter of support If your business requires a zoning change to legally operate or obtain a City business license, our office can provide a letter of support once your proposal has completed our community-driven zoning process. After review and approval by the ward’s Zoning Advisory Council, the Alderperson may issue a letter of support that you can present when your application moves forward to the City’s Committee on Zoning.

    2. Block Party Permit Planning a block party? A permit is required to host a block party in the City of Chicago. Our office provides an application and can issue the permit(s) once the application is approved. If your event will require street closures, tender cash, play loud music, and/or serve alcohol, additional permits may be needed. Please reach out to our Barrio Services team for more information and to get started — 773-395-0143.

    3. Special Use Permit In some situations, a business may need a special use permit from the City in order to operate. This typically applies when additional zoning conditions are triggered, such as spacing requirements between businesses of similar uses. This process is handled through the City and does not necessarily require approval from the Alderperson. However, our office can help answer questions and connect you to the right resources. In certain cases, applicants may be asked to gather letters of acknowledgement or support from nearby businesses before starting the permit process.

    4. Connecting You to Resources Our office can help connect business owners and entrepreneurs to City departments, programs, and partner organizations that support small business growth and more. Whether you’re getting started, expanding, or navigating a challenge, we can point you to the right resources and help you understand your options.

  • There are three main departments you may work worth:

    • Business Affairs & Consumer Protection The Department of Business Affairs and Consumer Protection (BACP) is the primary agency for business licensing in the City of Chicago. Most businesses will work with BACP to apply for and renew licenses, ensure compliance with City regulations, and schedule required inspections. BACP also provides resources for starting and operating a business, making it a key step for many business owners.

    • Department of Planning & Development The Department of Planning and Development (DPD) oversees land use, zoning policy, and development across the city. Businesses may interact with DPD when a project involves zoning changes, new construction, or larger development proposals. DPD helps guide how development fits within broader planning goals and may be involved in reviewing and advancing certain projects.

    • Department of Buildings The Department of Buildings (DOB) is responsible for ensuring that buildings are safe and meet City code. Business owners typically work with DOB when permits are required for construction, renovations, or build-outs. DOB  also conducts inspections to make sure spaces meet safety and occupancy requirements before a business can open.

  • The Office of Labor Standards (OLS) enforces Chicago’s labor laws, including minimum wage, paid sick leave, and fair workweek requirements. Businesses may interact with OLS to ensure compliance with these regulations, especially when hiring and managing employees. OLS also provides guidance and resources to help employers understand their responsibilities and avoid potential violations.
